No person shall place any ashes, yard waste or other rubbish, though not offensive to health, in any street or alley in the Village under a penalty not less than two hundred fifty dollars ($250.00) nor more than seven hundred fifty dollars ($750.00) for each offense, and a like penalty for every day the same shall suffer to remain after notice given by any officer or agent of the Village to remove the same.
