9-1-2: MOVING BUILDINGS:
   A.   Permit And Compliance Required: No person shall remove or cause to be removed, or aid and assist in removing, any building into, along or across any street, alley or public ground in the Village without first obtaining written permission from the Village President or from the Village Board of Trustees and conforming to such rules, regulations, requirements, restrictions and conditions as they or he may prescribe.

   B.   Issuance Of Permit: The Director of Building and Code Enforcement shall issue permits for the removal of buildings in pursuance of the order of the Board of Trustees or the President therefor, and upon the terms and conditions therein specified.

   C.   Time Limit For Removal: Either the owner of any building or the contractor for its removal, or both, who suffer the same to remain or be in any of the streets or alleys or upon any of the public grounds of the Village for any time longer than may be specified in the permission of the Board of Trustees or the President, shall forfeit a penalty of not less than two hundred fifty dollars ($250.00) nor more than seven hundred fifty dollars ($750.00) , and the building shall be deemed a nuisance and be proceeded against as provided in subsection 9-1-1B3 of this chapter.

   D.   Penalty: Any person violating this section shall be subject to a penalty not less than two hundred fifty dollars ($250.00) nor more than seven hundred fifty dollars ($750.00), to be recovered from the owner of the building or any person aiding or directing in its removal, and a like penalty for every twenty four (24) hours the same shall remain in or upon any street, alley or public ground.
