8-1-5: CLASSIFICATION OF VEHICLES:
   A.   Definition: As used in this section, the term MOTOR VEHICLE means and includes automobiles, locomobiles, motor bicycles, tractors, traction engines, and all other vehicles propelled otherwise than by muscular power and also including vehicles or trailers, or semitrailers pulled or towed by a motor vehicle, but excluding cars of electric and steam railways and other motor vehicles running only upon fixed rails or tracks or propelled by electric power obtained from overhead trolley wires. Nothing in this section shall be construed to apply or to affect bicycles, tricycles or such vehicles as are propelled exclusively by muscular pedal power.

   B.   Vehicle Divisions (see subsection 3-1-15C for license fees): For the purpose of this section, motor vehicles as a class shall be divided into two (2) divisions:
      1.   Those vehicles which are designed and used for the carrying of not more than seven (7) persons.
      2.   Those vehicles which are designed and used for pulling or carrying freight goods, wares and merchandise and also those vehicles or motor cars which are designated and used for the carrying of more than seven (7) persons.
