A. The board shall appoint all officers and members of the Department of Public Safety except the Chief and Deputy Chiefs of the various bureaus of the department, clerks and cadets who shall be appointed by the President and may be removed or replaced by the President.
B. All appointments by the board to the Department of Public Safety, other than that of the lowest rank, shall be from the rank next below that to which the appointment is made.
C. The board shall conduct and hold entrance and promotion examinations for the Department of Public Safety in the same manner as such examinations would be conducted for police officers and firefighters in accordance with State statute.
D. The board shall issue certificates of appointment in the same manner as such certificates had been issued to police officers and firefighters.

E. 1. The board shall prepare, post and maintain a register of eligible persons successfully passing all examinations for original appointments and for promotional appointments for the Department of Public Safety. Any such register of eligibles shall be in effect only for a period of two (2) years from and after the date of its final posting, and no promotional or original appointments shall be made from said register of eligibles after the expiration of said two (2) year period.
2. The two (2) year time period provided in subsection E1 of this section shall be applicable to the existing registers of eligibles maintained by the Board of Public Safety Commissioners; provided, that the adoption of this subsection shall not affect or invalidate any appointments from such registers of eligibles which were made prior to the effective date hereof.
