7-4-9: OBSTRUCTING STREETS BY RAILROAD COMPANIES:
   A.   No railroad company shall allow any car or train of cars in the Village to block any crossing or stand on any crossing on any public street for a longer time than five (5) minutes.
   B.   Any person violating the provisions of this section shall be liable to a fine of not more than seven hundred fifty dollars ($750.00).
