A. Any person who wilfully, maliciously or negligently breaks, defaces, injures, displaces or destroys any property of the State, County, Village, school district or other governmental agency, or any private property, or any sewer, water pipe or hydrant laid or placed by the Village shall be subject to a fine of not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00) and the amount of the repair.
B. Any person who shall, within the Village, cut, injure, remove or destroy any fruit, ornamental or shade tree, or the boxing around the same, or any fence, railing, gate, post, sign, or any topsoil from any public ground, sidewalk or private premises, or injure, take or destroy any tree, shrub, fruit, flower, plant, vegetable or other thing which may be therein for ornament or utility shall be fined not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00).
