No person shall have in his possession any nippers of the description known as “burglar’s nippers”, picklock skeleton key to be used with a bit or bits, jimmy, or other burglar instruments or tools of whatsoever kind or description, unless it be shown that such possession is innocent or for a lawful purpose, under the penalty of not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00).
