Any person who shall, in any public place, or place open to public view within the Village, write or draw, cut, make or exhibit any lewd or indecent word, sentence, design or figure, (where applicable hereunder, that which is obscene and utterly without any redeeming social value and which appeals to the prurient interest of the public so as to affront the prevailing contemporary standards of the community as a whole), shall be subject to a fine of not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00).
