No person shall, within the limits of the Village, post or cause to be posted any advertisement containing pictures or illustrations of any obscene or immoral character which is utterly without any redeeming social value and predominantly appeals to the prurient interest of the public, all of which affronts the prevailing contemporary standards of the community as a whole, under a penalty of not less than twenty five dollars ($25.00) nor more than seven hundred fifty dollars ($750.00) for each offense.
