7-3-2: DISORDERLY PERSONS:
   A.   As used herein, a DISORDERLY PERSON shall be defined as:
      1.   Any person who engages in an illegal occupation or business, and any person who attends, frequents, operates or who is an occupant of any place where any illegal or immoral business or occupation is permitted or conducted;
      2.   Any person who shall be drunk or intoxicated in any public place or under the influence of any narcotic drug in any public place in the Village;
      3.   Any prostitute or any person found loitering in a house of ill fame or prostitution, or in a place where prostitution or lewdness is practiced, encouraged or allowed, or any person who frequents or is found present in such places, or any person soliciting for purposes of prostitution or is offering himself, herself or others as subjects of prostitution;
      4.   All persons who shall collect or assemble in crowds and bodies for unlawful or mischievous purposes in any place in the Village to the annoyance or inconvenience of other persons, or who shall be involved in, or incite, or attempt to incite a riot, or who shall fail to disperse upon the command of a public safety officer or other lawful authority;
      5.   All persons who collect or assemble and stand or sit in crowds or loiter about or hinder, obstruct, impede or block the free and uninterrupted passage of any sidewalk, street, alley, driveway or the means of entry of any place of business in the Village, or in any hall, stairway, office, court room or public hall or building or any other public place in the Village, and who fails to disperse upon the command of a public safety officer or other lawful authority;
      6.   All persons who shall be found jostling or roughly crowding people unnecessarily in a public place by being offensive to public order or decency;
      7.   All persons that stand, loiter or stroll about in any public place awaiting or seeking an opportunity to obtain money or things of value from others by trick or fraud or to aid or assist therein;
      8.   All persons that engage in any fraudulent scheme, device or trick to obtain or that do obtain money or other things of value in any place in the Village, or that aid or abet or in any manner are involved in such scheme, device or trick;
      9.   Any person that keeps or maintains a gaming room, gaming tables or any policy or pool tickets used for gaining, or knowingly permits a gaming room, gaining tables, or any policy or pool tickets to be kept, maintained, played or sold on any premises occupied or controlled by him, and any person knowingly frequenting any of the aforementioned places, and any person having such paraphernalia in his possession;
      10.   Any person who shall commit any indecent, lewd or filthy act in any public place which is offensive to public order or decency;
      11.   Any person who shall utter any lewd or filthy words, or use any threatening language toward any other person, or shall make any obscene gesture to or about any other person in any public place which is likely to provoke the average person to retaliation and thereby cause a breach of the peace; and
   B.   Any person who violates any of the provisions of this section shall be guilty of the offense of “disorderly person” and be subject to a fine not exceeding seven hundred fifty dollars ($750.00).
