Hackmen, cabmen, draymen, omnibus drivers, porters, runners and other persons, when at or about any public place in the Village, shall obey the commands and directions of the public safety officer who may be stationed or doing duty on or about such station or other place, for the preservation of order and enforcing this Code and the ordinances of the Village. Whoever shall refuse to obey the commands and directions of a public safety officer as aforesaid, shall be fined not more than seven hundred fifty dollars ($750.00) for each offense.
