No person shall permit any bear or other dangerous animal to run at large, nor lead any such animal with a chain or rope or other appliance, whether such animal be muzzled or unmuzzled, in any street, avenue, lane, highway or public place within the Village, under a penalty of not more than seven hundred dollars ($750.00) for each offense.
