No vehicle may be towed by any person from private property if the owner or other person entitled to possession of the vehicle is present and offers to remove the vehicle voluntarily prior to the time the person attempting to tow removes the vehicle from the premises in question; provided, that the owner or other person removes the vehicle immediately.
