A. The Village Clerk shall be and hereby is authorized to issue, without charge, decals to persons who do not reside within the Village who are employed or who regularly perform services at locations within the Scott Street Subdivision.
B. The decals shall be affixed to the lower left hand corner of the windshield of a motor vehicle.
C. No decal shall be issued to any person unless and until the person has completed an application which states the person's name, address, and driver's license number, and contains a description of the make, model, color and license plate number of the vehicle to which the decal is to be attached.
