6-1-7: DUTIES AND FUNCTIONS OF DEPARTMENT:
   A.   General Duties And Functions: The Department of Public Safety and all personnel thereof shall have the following duties and functions:
      1.   To see to the enforcement of this Code, all other ordinances of the Village, and of all statutes effective in the Village, to preserve order and prevent infractions of the law, and to arrest violators thereof. To this end, all personnel of the Department of Public Safety are hereby declared to be conservators of the peace;
      2.   To extinguish accidental or destructive fires and to prevent the occurrence or spread of fire;
      3.   To provide effective emergency paramedic services to persons in the Village; and
      4.   To carry out all functions necessary for the support of those preceding and all other functions relating to the safety of the public as the Board of Trustees may direct.
   B.   Serve As Witness; Fees: All personnel of the Department of Public Safety shall appear as a witness whenever this is necessary in a prosecution for any violation of this Code or of a Village ordinance or any State or Federal law. But no such person shall receive any witness fees for service as a witness in any action or suit to which the Village is a party. All fees due for such service shall, if paid, be turned over to the Finance Director who shall deposit the same in the Village Treasury.
   C.   Arrest Powers: The public safety officers of the Village are severally authorized to arrest, with or without process as provided by law, or on view, any person who may break the peace or violate this Code or any of the ordinances of the Village, and to take such person forthwith before any judge of the Circuit Court of Cook County, or in case such arrest is made in the night or on Sunday, to detain such person in custody overnight or over Sunday in the Village Jail or any other safe place until such person can be brought before such judge of the Circuit Court of Cook County.

   D.   Service Of Process: All personnel of the Department of Public Safety shall be authorized to serve writs, summons and other process, but no public safety officer shall serve any such process except on the order of the Deputy Chief of the Bureau of Patrol or the Superintendent of Public Safety.
