6-1-1: ORGANIZATION OF DEPARTMENT:
   A.   There shall be an executive department of the Village to be known as the Department of Public Safety. The Department of Public Safety shall have three (3) bureaus: the Bureau of Patrol, Bureau of Fire Suppression and Bureau of Support Services. Within each bureau shall be divisions, sections, teams and units, determined by the Superintendent of Public Safety. The Superintendent shall prepare and propose an organizational chart to the Village President annually.
   B.   Whenever, within this Code or any other ordinance, regulation or rule applicable to the Village, there occur the references to “Police Department” or “Fire Department”, such references shall be understood to mean and refer to the Department of Public Safety. Whenever within this Code or any other ordinance, rule or regulation applicable to the Village, there appear references to police officers or firefighters, such references shall refer to the equivalent public safety officer of the Department of Public Safety.
   C.   1.   The Village President shall appoint a Superintendent of Public Safety. The Superintendent shall be appointed by the Village President from the ranks of the current sworn officers of the Public Safety Department who have been promoted to the rank of lieutenant by the Board of Public Safety Commissioners.
      2.   The Superintendent of Public Safety shall have control and supervision, subject to the order and direction of the Village President, of the Department of Public Safety and shall determine which Public Safety Department bureau requires divisions, units, teams or sections. The Superintendent of Public Safety shall determine the number of public safety officers and employees assigned to each of the Public Safety Department divisions, sections, teams or units within one of the three (3) department bureaus.
      3.   Whenever, within this Code or any other ordinance, rule or regulation applicable to the Village, there appear references to the Director, Superintendent, Chief of Public Safety, Police Chief or Fire Chief, all references shall be understood to mean the Superintendent of Public Safety.
   D.   Deputy chiefs shall be appointed from the ranks of current sworn officers of the Public Safety Department who have been appointed to the rank of lieutenant by the Board of Public Safety Commissioners. The Bureaus of Patrol, Fire Suppression and Support Services shall be under the command of a Deputy Chief who shall be recommended by the Superintendent of the Department, with approval of the Village President.
   E.   Commanders shall be appointed from the ranks of current sworn officers of the Public Safety Department who have been appointed to the rank of lieutenant by the Board of Public Safety Commissioners. The authorized number of commanders shall be established in a Department of Public Safety Organizational Chart prepared by the Superintendent of Public Safety and approved annually by the Village Board.
   F.   Lieutenants shall be appointed by the Board of Public Safety Commissioners. The authorized number of lieutenants shall be established in a Department of Public Safety Organizational Chart prepared by the Superintendent of Public Safety and approved annually by the Village Board.
   G.   Sergeants shall be appointed from the rank of current sworn public safety officers of the Public Safety Department. The authorized number of sergeants shall be established in a Department of Public Safety Organizational Chart prepared by the Superintendent of Public Safety and approved annually by the Village Board.
   H.   Public safety officers shall be appointed by the Board of Public Safety Commissioners. The authorized number of public safety officers shall be established in a Department of Public Safety Organizational Chart prepared by the Superintendent of Public Safety and approved annually by the Village Board.
