Any person who shall violate any provision of this chapter or who shall refuse, neglect or fail to comply with any or all of the requirements of this chapter, shall, upon conviction of any such violation, refusal, neglect or failure to comply, be fined not less than two hundred fifty dollars ($250.00) nor more than one thousand dollars ($1,000.00) for each offense. A separate and distinct offense shall be deemed to have occurred for every day during which a person violates, refuses, neglects or fails to comply with any or all of the requirements of this chapter.
