5-3-5: RESTRICTIONS ON CONTENTS AND REMOVAL OF WASTE FROM CONTAINERS:
   A.   No person shall deposit or place in any container in which ashes have been deposited, any article or thing but ashes.
   B.   No person shall deposit or place in any container in which landscape waste has been deposited, any article or thing other than landscape waste.
   C.   No person shall place or deposit in any container located on or adjacent to the premises of a single- family house or condominium in which recyclable waste has been deposited, any article or thing except recyclable waste.
   D.   No person other than the Village shall remove any waste from the premises of a single-family house or condominium or remove any waste from a street, sidewalk, parkway or other public right-of-way adjacent to such premises without the permission of the owner or occupant of the premises.
   E.   No person shall remove any waste from any premises for which the Village does not provide waste removal service without the permission of the owner, occupant or a tenant of the premises.
   F.   No person shall deface or destroy any waste container without the permission of the owner, occupant or tenant of the premises on which the container is located.
   G.   No person other than a collector employed by the Village or a scavenger service licensed by the Village shall displace, uncover or in any way disturb a waste container or the contents of a waste container without the permission of the owner, occupant or tenant of the premises on which the container is located. If a container has been placed on a street, in accordance with subsection 5-3-3-3A of this chapter for waste removal by the Village, then no person other than a collector employed by the Village, or another Village employee, or the person who caused the container to be placed on the street or parkway shall displace, uncover or in any way disturb the container or its contents.
