5-3-1: DEFINITIONS:
As used in this chapter, the following words and terms shall have the meanings ascribed to them in this section:
ASHES: Residue from the burning of wood, coal, coke or other combustible materials.
GARBAGE: Waste resulting from the handling, processing, preparation, cooking and consumption of food and wastes from the handling, processing, storage and sale of produce.
LANDSCAPE: All accumulations of grass or shrubbery cuttings, leaves, tree limbs and other materials accumulated as the result of the care of lawns, shrubbery, vines and trees.
LITTER: Any discarded, used or unconsumed substance or waste. LITTER may include, but is not limited to, any garbage, trash, refuse, debris, rubbish, grass clippings, motor vehicle parts, furniture, oil, carcass of a dead animal, noxious or offensive matter of any kind, object likely to injure any person or create a traffic hazard, or anything else of an unsightly or unsanitary nature which has been discarded, abandoned or otherwise disposed of improperly. Materials that are disposed of in accordance with the requirements of this chapter shall not be considered to be LITTER.
OPEN BURNING: The combustion of any material in the open or in an open dump.
OPEN DUMPING: The consolidation of waste from one or more sources at a site that does not fulfill the requirements of a sanitary landfill under the Illinois Environmental Protection Act (415 ILCS 5/1 et seq.)
RECYCLABLE WASTE: Clear glass, aluminum cans and newsprint and any other type of waste designated by the Director of Public Works as recyclable.
REFUSE: All waste, except body waste and landscape waste, including, but not limited to, garbage, rubbish, ashes and recyclable waste.
RUBBISH: All waste, including garbage but excluding ashes, landscape waste and recyclable waste.
WASTE: Rubbish, refuse, garbage, ashes, landscape waste and recyclable waste.
