1-3-1: GENERAL RULES OF INTERPRETATION:
   A.   Liberal Construction: All general provisions, terms, phrases and expressions contained in this Code shall be liberally construed in order that the true intent and meaning of the Mayor and Village Board of Trustees may be fully carried out.
   B.   Minimum Requirements: In the interpretation and application of any provision of this Code, it shall be held to be the minimum requirement adopted for the promotion of the public health, safety and general welfare.
   C.   Computation Of Time: The time within which an act is to be done shall be computed by excluding the first and including the last day. If the last day is a Saturday, Sunday or a legal holiday, that day shall be excluded.
   D.   Delegation Of Authority: Whenever a power is granted to or a duty is imposed upon a public officer or employee, the power may be exercised or the duty may be performed by a designated deputy of such officer or employee or by a person otherwise duly authorized pursuant to law or ordinance, unless this Code expressly provides otherwise.
   E.   Joint Authority: All words giving a joint authority to three (3) or more persons or officers shall be construed as giving such authority to a majority of such persons or officers.
   F.   Gender: The use of any gender based pronoun should not be construed to be gender biased, but is only used for grammatical simplicity.
   G.   Shall; Must; May: The words “shall” and “must” are mandatory, and the word “may” is permissive.
   H.   Definitions: Unless expressly otherwise provided, definitions given within a chapter, article, or section apply only to words or phrases used in such chapter, article, or section.
   I.   Nontechnical And Technical Words: Words and phrases shall be construed according to the common and approved usage of the language, but technical words and phrases and such others as may have acquired a peculiar and appropriate meaning in law shall be construed and understood according to such meaning.
   J.   Bond: When a bond is required, an undertaking in writing shall be sufficient unless otherwise required by State law or in this Code.
   K.   Number: A word importing the singular number only may extend and be applied to several persons and things as well as to one person and thing.
   L.   Officers And Employees Generally: Whenever any officer or employee is referred to by title only, such reference shall be construed as if followed by the words “of the Village of Rosemont”.
   M.   Tense: Words used in the past or present tense include the future as well as the past and present.
   N.   Chapters, Articles, Sections: All references to chapters, articles, or sections are to the chapters, articles, and sections of this Code unless otherwise specified.
   O.   Conflicting Provisions:
      1.   If the provisions of different chapters or articles of this Code conflict with or contravene each other, the provisions of each chapter or article shall prevail as to all matters and questions growing out of the subject matter of that chapter or article.
      2.   If different sections of the same chapter are clearly in conflict, the provisions of the section which is the latest enacted shall prevail unless the construction is inconsistent with the meaning of that chapter.
   P.   Ordinance:
      1.   The word “ordinance” contained in the ordinances of the Village has been changed in the content of this Village Code to “title”, “chapter”, “section” and/or “subsection” or words of like import for organizational and clarification purposes only. Such change to Village ordinances is not meant to amend passage and effective dates of such original ordinances.
      2.   Any reference in this Code to an ordinance or provision of this Code shall mean such ordinance or provision as may now exist or as hereafter amended.
