Prior to the issuance of a permit for a balloon, banner, or tent the applicant must pay a permit fee to the Village in the amount as set forth in the Village Fee Schedule, subsections 3-10-1J and K of this Code. The payment of a fee shall not be required if a banner, balloon or tent (see subsection 3-10-1F of this Code for permit fee) is erected by or on behalf of the Village.
