Prior to the issuance of a permit for a banner, balloon or tent, the applicant must submit to the Director of Public Works written documentation which details how the banner, balloon or tent will be anchored or attached to the ground or to a building or other structure. The written documentation must also describe any mechanical or electrical devices which will be used in connection with the banner, balloon or tent. If electrical wires or cords will be used to supply power to the balloon, banner or tent, the written documentation must describe the manner in which electricity will be extended to the balloon, banner or tent including, but not limited to, where the electrical wires or cords will be located and the precautions that will be taken to prevent the electric wires or cords from becoming a hazard to persons or property.
