No person shall erect or maintain a balloon, banner or tent within the Village without first obtaining a permit from the Director of Public Works; provided, that no permit shall be required for: a) a tent or banner erected or maintained on property that is owned by a unit of Federal, State or local government; b) a tent which is erected completely within an enclosed structure; and c) a tent which is erected on a parcel which is zoned A Single-Family District under the Village zoning ordinance.
