(A) Topsoil. Topsoil shall not be removed from the residential lots or used as spoil, but shall be redistributed so as to provide at least 6 inches of cover on the lots and at least 4 inches of cover between sidewalks and curbs, and shall be stabilized by seeding or planting.
(B) Seeding. All seeded areas shall be maintained for at least 30 days after application. Scattered bare spots no larger than 2 square feet will be allowed, up to a maximum of 5% of any seeded area.
