§ 154.043  SANITARY SEWERS AND WATER MAINS.
   (A)   Where public facilities are available. 
      (1)   Where public facilities are available, sanitary sewers, water mains, and all required appurtenances shall be installed in all subdivisions in accordance with standards established by the Rock River Water Reclamation District and North Park Water District.  Water systems shall meet or exceed all requirements of the North Park Water District.  Sanitary sewers shall meet or exceed all requirements of the Village Engineer and the standards of the Rock River Water Reclamation District.
      (2)   Interceptors, force mains, lift stations, booster pumps, wells and water main pumps shall be installed in all new subdivisions where required by the Village Engineer.
   (B)   Where public facilities are not available.  Where public facilities are not available, sanitary sewers, water mains, and all appurtenances necessary to extend and provide effective, efficient, safe and potable public water and sewer service to the development, as determined by the Village Engineer, and in accordance with standards established by the Rock River Water Reclamation District and North Park Water District shall be installed at the cost of the subdivider or developer.  Costs of extensions of water and sewer services through undeveloped land shall be recorded as special assessments against the benefitted properties and collected from benefitted developers or customers upon attachment to the system within 20 years of construction of the improvements.
