§ 72.15  TRUCKS PARKING IN CERTAIN DESIGNATED AREAS.
   (A)   Generally. Except as otherwise set forth in this section, it shall be unlawful for the operator or owner of any motor vehicle weighing in excess of 8,000 pounds gross weight, including vehicle and maximum load, to park the vehicle within a residential area of the Village (zoned R-l, R-2 or RM).
   (B)   Temporary truck parking.  Owners or operators of vehicles covered under this section, may temporarily park a covered vehicle in a residential zoning district 3 times each calendar year, subject to the following requirements:
      (1)   The vehicle may not be parked in a residential district for an excess of 8 hours, in any given 24-hour period.
      (2)   The vehicle owner must notify the Chief of Police, in writing, of the following:
         (a)   The name of the registered vehicle owner;
         (b)   The registration number of the vehicle;
         (c)   The residential location where the vehicle will be parked.
      (3)   The vehicle must be owned by the owner of the property where it is parked.
      (4)   No mechanical work may be performed on the truck on the owner’s property, excepting washing.
      (5)   The truck must not be parked within any part of the Village’s right-of-way.
      (6)   The truck must not be allowed to idle for more than 10 minutes.
      (7)   The truck must be parked on a blacktop or cement driveway, or hard surface.
      (8)   The truck must be in running condition the entire period it is parked in the residential area.
      (9)   Attached and unattached semi-trailers and other trailers are prohibited.
   (C)   Exceptions.  The requirements of this section shall not apply to:
      (1)   Passenger vehicles, recreational vehicles registered as “RV”, public utility trucks, and trucks licensed by the state under the classification of “B” or “D” license.
      (2)   Commercial vehicles parked within the Village limits for the purpose of delivering or collecting persons, materials or merchandise or performing some service to the residents on whose property or adjacent to whose property the vehicle is parked.
