§ 7-4-51 FAILURE TO PAY BILLS.
   When any sewer bill for any premises is delinquent, late payment fees will be charged on the first business day following said delinquency. If said delinquency is not paid by the due date of the bill for the following month, then two months’ charges are delinquent, and penalties will be assessed for the second delinquency. In addition, the Clerk shall prepare and forward to the owner of such premises, by certified mail (return receipt requested), a notice of such delinquency. Said notice shall state with particularity the amount and period of such delinquency and shall require the owner either to pay said delinquency, in full, on, or to appear before the City Council to show reasons why sewer for said premises should not be discontinued. In the event such delinquent bill has not been paid within the time specified in the notice, and said owner fails to appear as required or, having appeared, has failed to show cause why sewer service to said premises should not be discontinued, the PWD shall discontinue such water supply by 12:00 p.m. on the first Monday after the City Council meeting. Upon application for reconnection, the owner shall pay the cost of all certified letters, plus costs and expenses upon continuance of such service.
