The record owner of property shall be responsible for payment of all sewer charges and repairs incurred herein. All bills for sewer are due and payable on the tenth day of each month, and shall be delinquent at the close of business on the fifteenth day of each month in which they are due, unless such day falls on a legal holiday or weekend day (Saturday or Sunday), in which event they shall be delinquent on the close of office hours on the next business day.
