The full cost of mainline extensions shall be borne by the applicant or applicants for service requiring any extension of a sewer mainline. The PWD has the authority to make arrangements with equipment operators, contractors and plumbers to accomplish the work, unless the total cost is such that formal bidding procedures are required. No water shall be turned on until the costs of such extension and hook-up are paid in full.
