When required by the PWD, the owner of any property carrying industrial wastes into the city’s sewer system shall install a suitable structure together with such necessary meters and other appurtenances in the building sewer to facilitate observations, sampling and measurement of the wastes. Such structures, when required, shall be accessible and safely located and shall be constructed in accordance with plans approved by the PWD. The structure shall be installed by the owner at owner’s expense and shall be maintained so as to be safe and accessible at all times.
