The Code Enforcement Department shall issue a notice to the owner, occupant or other person responsible for the maintenance and upkeep of any parcel of property on which any condition violating §§ 93.60 or 93.61 is found to exist, which notices shall demand the abatement of the violations in question within five days from the date of the notice. Such a notice shall be in writing, shall describe the violation in question, and shall be sent by certified mail, return receipt requested, or served personally on the intended recipient.
