SECTION 4. CHARTER REVIEW.
   In January, 1984, and each six (6) years thereafter, the Council shall appoint as members of a Charter Review Commission, nine (9) electors of the City, holding no other office, appointment or employment in the government of the City of Rocky River, except on advisory bodies of the City. Such Commission shall review the Municipal Charter, and within five (5) calendar months after such appointment, submit to Council such alterations, revisions, and amendments, if any, to this Charter, as in its judgment are desirable.
   The Council shall be obligated to submit to the electors not later than the next succeeding general election all such proposed alterations, revisions or amendments as submitted by the Commission. The members appointed to said Commission shall serve without compensation. Council shall appropriate sufficient sums to enable such Commission to perform its duties and to pay all reasonable expenses thereof. Meetings of the Charter Review Commission shall be open to the public. A vacancy occurring during the term of any member of the Charter Review Commission may be filled for the unexpired term in the manner authorized herein for any original appointment.
