After the meeting for organization, the Council shall meet at such times as may be prescribed by its rules, regulations, ordinances or bylaws; but it shall hold regular meetings at least twice during each calendar month provided, however, the Council, may by rule provide for a period of not to exceed thirty (30) continuous days during a calendar year in which no regular meeting need be held.
All meetings of the Council shall be open to the public except as provided in Article X, Section 6 of this Charter.
