All members of Council shall be qualified electors at the time of their election. They shall have been residents of the City for at least one (1) year immediately prior to the election and shall continue to be the same during their term of office, provided further that any member of Council elected from a ward shall have been a resident of the ward from which he was elected for at least one (1) year immediately prior to his election and shall continue to be the same during his term of office. No member of Council shall hold any other compensated elected public office or public employment of the City of Rocky River.
Any member of Council who shall cease to possess, or who violates any of the qualifications herein enumerated shall forfeit his office, but failure to maintain such qualifications shall not render void or ineffective any action of Council in which such member has participated.
