171.2501 BOARD OF REVIEW ESTABLISHED.
   A Board of Review, consisting of the Director of Finance, the Director of Law and a person appointed by the Mayor, is hereby established. The person appointed by the Mayor shall be a qualified elector of the City, and may be a member of Council. Such person being appointed by the Mayor, however, shall not be the Administrator. In the event that either the Director of Finance or Director of Law is appointed as the Administrator, then he shall not serve on the Board of Review and the Mayor shall appoint another person to serve in his stead. Such person being so appointed by the Mayor shall be a qualified elector of the City and may be a member of Council. The term of any person appointed to serve on the Board of Review shall be for one (1) year, to expire on December 31 each year.
   The Board shall select each year for a one-year term, one of its members to serve as chairman and one to serve as secretary. A majority of the members of the Board shall constitute a quorum. The Board shall adopt its own procedural rules and shall keep a record of its transactions.
   Any hearings by the Board shall be conducted in public unless the hearing concerns an appeal by a taxpayer, in which event the hearing, if requested in writing by the taxpayer, shall be conducted privately. The provisions of Section 171.2309 hereof, with reference to the confidential character of information required to be disclosed by this Chapter, shall apply to such matters as may be heard before the Board on appeal.
