(a) There is hereby created in the Building Department the position of Building Commissioner, who shall be appointed by and serve at the pleasure of the Mayor.
(b) The duties of the Building Commissioner shall be directed and prescribed by the Economic and Community Development Director. Such duties shall include the supervision of all personnel of the Building Department, the issuance of all building permits and the enforcement of all building and zoning regulations.
