(a) Classified Service. The classified service shall include the regular members of the Division of Police, except members of the auxiliary police unit and the school crossing guards as provided above; the regular members of the Division of Fire, except volunteer firemen; and any other employees designated as classified by City Council.
(b) Unclassified Service. The unclassified service shall include all employees not listed in (a) above, or classified by City Council.
