When any person desires to move any structure or building across any sidewalk, street, highway or public place within the City limits, he shall apply to the Building Division for a permit for that purpose, and, before the same is issued, shall pay a fee in accordance with Section 1321.05. There shall be no fee for moving a structure from one location to another when no public ground is traversed.
