The Director of Public Safety-Service or the Building Commissioner, at his direction, shall have the duty of inspecting such garbage disposal unit including its installation, from time to time in the future. Should he find the same in need of repair or replacement, he shall order the same to be done by the owner, lessee or other person in charge of the premises. The order shall be immediately complied with by such owner, lessee or other person in charge of the premises.
