No building designed or intended for a use, or to be used for a purpose which results in the production of garbage, shall be erected in the City, unless a mechanical garbage disposal unit is properly installed therein for disposal of all garbage which may exist or accumulate on such premises during its occupancy. Such mechanical garbage disposal unit shall comply with the specifications now on file in the offices of the Building Division, which specifications are hereby approved.
