146.02 POWERS AND DUTIES OF DIRECTOR.
        (a)   The Director of Economic and Community Development shall be appointed by and serve at the pleasure of the Mayor. He shall make all necessary rules and regulations for the operation of the Department of Economic and Community Development. He shall advise the Mayor and Council and the various departments, Boards and Commissions of the City on all matters affecting the economic development of the City.
   (b)   The Director shall:
      (1)   Work to promote economic development by interfacing with business development entities and merchant associations for purposes of encouraging new and increased business development within the City.
      (2)   Maintain working relationships with various Federal and State agencies both executive and legislative.
      (3)   Serve as link between the private and public sectors to help companies through advocacy and action.
      (4)   Identify potential funding sources to facilitate economic development.
      (5)   Encourage a positive economic climate to strengthen the City's tax base, and help foster the creation of jobs.
      (6)   Keep abreast of the economic and legal issues involved in community development or redevelopment and the changes in building and housing codes or environmental regulations.
      (7)   Plan programs involving the evaluation of individual buildings, City blocks, subdivisions or neighborhoods.
      (8)   Serve as an ex officio/non-voting member of the Economic and Community Development Advisory Board.
      (9)   Perform other related duties assigned by the Mayor.
      (10)   Supervise the Building Department.
