Any person, real property owner or corporation, who fails to secure the appropriate permit or approval prior to construction, installation, or project performance, shall pay triple the fee required for the permit or approved process. In addition, a $500.00 (Five Hundred Dollar) charge shall be assessed against any contractor, developer, architect or other professional who serves as representative applicant for the real property owner.
