In the event the City or an applicant is required, upon the recommendation of City Council, the Mayor, Building Commissioner, the Planning Commission or the Board of Zoning & Building Appeals, to obtain the assistance of outside professional services, including, but not limited to, architectural, engineering and traffic, the developer shall reimburse the City for the same. From the date of billing by the City, the developer shall have thirty (30) days to pay said costs. The costs set forth herein shall be paid irrespective of the fact that the plan is approved or disapproved.
(1) No final occupancy or project approval shall be granted until all outstanding fees and reimbursements are paid.
