If a developer or builder desires a special meeting of the Board of Building and Zoning Appeals, or a special meeting by the Planning Commission, he may request this special meeting, and shall pay a fee of Five Hundred Dollars ($500.00) for the services rendered, unless it is termed a regular meeting of such Board or Commission.
