139.01 COMPOSITION.
     The Police Division shall consist of officers, patrolmen and supportive members:
   (a)   Officers and patrolmen, who shall be classified, and the numbers of the same, are identified as follows and further authorized by appropriation ordinances:
      (1)   A Police Chief.
      (2)   Not more than three (3) Lieutenants.
      (3)   Not more than four (4) Sergeants.
      (4)   Not more than twenty-four (24) regular Patrol Officers.
      (5)   Not more than two (2) School Resource Officers/Patrol Officers.
   (b)   Effective January 24, 2005 the Mayor shall have the authority to appoint from the current eligibility list, on a temporary basis, personnel to the position of regular Police Officer when necessary due to absence through disability or other cause.
   (c)   Supportive members who shall be unclassified, and who may be assigned by the Mayor and further authorized by appropriation ordinances:
      (1)   Not more than one (1) full-time Police Operations Manager/Youth Services Coordinator;
      (2)   Not more than one (1) full-time Police Secretary;
      (3)   Such number of part-time School Guards as assigned;
      (4)   One (1) full-time Animal Control Officer/Community Service Officer;
      (5)   Such number of part-time Community Service Officers as assigned;
      (6)   Not more than one (1) full-time Dispatcher;
      (7)   Such number of part-time Dispatchers as assigned.
   (d)   Assignment by the Mayor upon recommendation of the Police Chief of members of the Police Division to Detective Duty is hereby authorized.
   (e)   Assignment by the Mayor upon recommendation of the Police Chief of a member of the Police Division to duty as Executive Staff Assistant is hereby authorized.
