(a) As provided in the City Charter, there is established a Department of Finance, consisting of a Director of Finance who shall have the powers and duties set forth in Section 3 of Article IV of the Charter. He shall have such assistants as have heretofore or may in the future be provided by ordinance of Council.
(b) The salaries of the Director and/or assistants referred to herein shall be as now are, or in the future may be fixed by ordinance of Council.
(c) The official bond (surety) of the Finance Director is fixed at fifty thousand dollars ($50,000) which is ordered procured and the premium therefore shall be paid by the City. A blanket surety bond is also ordered to protect the City in case of default by any other City employee, except police officers, firemen, bailiffs, and elected officials, such bond being in the amount of fifty thousand dollars ($50,000), and the premium for which shall be paid by the City.
