For the purpose of this Chapter, the following definitions shall apply:
(a) "Tot" means a person 3 to 5 years of age.
(b) "Student" means a person eighteen (18) years of age or under, or a person enrolled in the current semester of an elementary, junior or senior high school as a full-time student.
(c) "Adult" means a person nineteen (19) year of age or older, but does not include a person enrolled for the current semester as a full-time student in a senior high school.
(d) "Resident" means a person whose legal residence is in the City of Rocky River.
(e) "Non-resident" means a person whose legal residence is outside the City of Rocky River.
(f) "Resident group" means fifty percent (50%) or more being residents of the City of Rocky River.
(g) Definition of Senior is 60+.
