The funds received from the collection of the rates and charges hereinafter provided for shall be deposited as received with the Director of Finance who shall keep the same in separate sewer revenue funds. Monies in such funds shall be used for the payment of the cost and expense of operation, maintenance, repair and management of the sanitary and storm sewer systems, the costs required to pay for debt service, the costs anticipated to pay for capital improvements, and for the payment for sewage treatment services.
