Every owner, occupant, lessee, contractor, subcontractor, material company or any other person who has obtained a permit to obstruct the tree lawn, shall place and maintain conspicuously about the obstruction from sunset to sunrise so as to be visible to all, whether in the roadway or upon the sidewalk, a sufficient number of red lights during the occupancy of such portion of tree lawn. No building material shall be placed upon any tree lawn to exceed five (5) feet in height.
