Notice shall be given the Building Division by the contractor or owner when building operations are completed. Upon certification of a City inspector that such sidewalk and curb are in proper condition, the deposit herein provided for shall be returned, less a fee of Five Dollars ($5.00) for each inspection of the sidewalk or curb.
